Bojan Kordalov is a Brussels-based EU senior expert in strategic communication, EU visibility, digital transformation and AI literacy, with 25 years of professional experience supporting EU institutions, international organisations, governments and civil society in strategic consultancy, public communication, policy outreach and institutional capacity-building.

He is an EU-registered expert in the European Commission Funding & Tenders Portal (EX2024D912951) and he serves as the Director of Policy and Communication at the European Centre of Excellence (ECE Brussels), an independent think tank registered in Brussels, Belgium, and listed in the EU Transparency Register. The Centre works on topics related to strategic communication, civic engagement, and good governance, particularly in the particularly in the context of EU enlargement and accession processes, digital transparency, artificial intelligence, and youth and women’s inclusion and empowerment.

Since November 2025, Bojan Kordalov has been an expert member of the Expert Working Group established by the European Commission’s AI Office (DG CONNECT) on transparency rules applicable to deployers of generative AI systems under Article 50(4) of the EU AI Act. He represents the European Centre of Excellence (ECE Brussels) in the development of the Code of Practice on Transparency of AI-Generated Content, aimed at supporting the responsible, transparent and ethical use of generative AI across Europe.

Kordalov holds a Master’s degree in Communications and has over 25 years of professional experience in these fields, complemented by certified training in communication in cybersecurity (EU CyberNet) and AI-supported mentoring (Erasmus+). He is the author and implementer of numerous strategic communication and EU visibility strategies, as well as promotional and public engagement campaigns for public institutions, civil society organisations, international bodies, and private companies, and he is regularly involved in developing additional communication campaigns tailored to different stakeholders. These include: the Strategic Communication Framework related to the EU assistance and the Communication and Visibility Plan for the Growth Plan for the Western Balkans and the Reform Agenda 2024–2027 of North Macedonia (developed within the EU-funded SUPRAE Project); the Communication Strategy for the 2021 Census (developed under an engagement with UNFPA); as well as the regional communication strategy and plan for the “Western Balkans Reform and Growth Monitor” project (developed within a regional EU-funded project implemented by the Think for Europe Network). These documents serve as a foundation for institutional communication of European integration reforms and EU enlargement processes at national, regional and EU level.

In early 2026, Bojan Kordalov was appointed Senior Communication Expert for the European Commission-funded “EU-Asia Cooperation on Competition and Subsidies Control” Project, working in coordination with DG COMP, the EU Delegation in Thailand and the SD Policies Limited team. His role focuses on strategic communication for informative materials and stories, including visuals, infographics and opinion pieces that make complex competition and subsidies policy issues more accessible to institutions, stakeholders and wider audiences across Europe and Asia.

As Senior Strategic Communication and EU Visibility Editor for the EU4M Handbook Series, Bojan Kordalov led the strategic communication, editorial development and EU visibility alignment of seven practical handbooks supporting the implementation of EU-funded programmes under IPA III. The series provides user-oriented guidance for public administrations on EU Project Cycle Management, the Logical Framework Approach, PRAG, e-Procurement, e-PPS, TED/eTED, tender dossier preparation, financial management, property tax systems, fiscal transparency and public procurement contract management. Through this work, he contributed to strengthening local and institutional capacities for EU funds absorption, compliance with EU standards and improved delivery of public services for citizens.

He has also contributed to youth-focused European initiatives, including activities linked to JA Europe, Pulse Z and other EU-level platforms dedicated to youth empowerment, innovation, skills development, entrepreneurship, media literacy, AI literacy and responsible digital participation. Through these engagements, he connects European policy priorities with practical learning formats for young people, supporting critical thinking, civic engagement, digital resilience and the responsible use of technology in education, communication and future-oriented careers.

More than 15 years ago, in 2009, Bojan Kordalov and his team created the first analysis on the effective use of social media by public institutions in North Macedonia, as one of the digital mechanisms for citizen engagement and broader public inclusion in decision-making processes at the local, national, and international levels. His early work on the use of social media by public institutions was later presented at the international POINT Conference, connecting digital communication, transparency and citizen engagement. The 12th edition of the Conference took place in June 2024 and Bojan was invited to present the Analysis as a tool for increasing institutional transparency on social media.

Bojan Kordalov was the first President of the Digital Transformation Council for the Western Balkans at the Heidelberg Institute - Skopje and the IDUEP Institute and served in this position in the period from October 2021 to December 2023.

He is recognised as a national, regional, and EU-level expert in strategic communications, public policy, and stakeholder engagement. Bojan has been engaged as a senior expert in various programmes and projects funded by the EU, US, UN agencies, and OSCE, and implemented by leading European and US-based think tanks and international consulting companies. He has contributed to EU and regional policy dialogue, including as moderator of the “Bridging the Gap” Policy labs event organised in cooperation with the European Parliament (EP), the European Commission (EC) / DG NEAR and the Regional Cooperation Council (RCC).

Publicly, Bojan advocates for the importance of inclusive communication processes related to EU membership and accession, as well as reforms linked to the digital transformation of society, media and digital literacy - with the goal of countering disinformation, conspiracy theories, discrimination, and hate speech. He is actively involved in various national and regional initiatives and projects focused on empowering youth and women and the need for their inclusion in the decision-making processes. Bojan was involved in North Macedonia’s EU integration process from its early stages, as an employee of the Secretariat for European Affairs of the Government of North Macedonia in the period from 2005 to 2009.

From April 2009 to November 2024, Bojan was actively engaged with IDUEP Skopje, focusing on reducing political polarisation in North Macedonia through public events and debates with high-level representatives from different political parties, encouraging the creation of common platforms around pressing issues such as EU integration, education reform, digital transformation, and the use of artificial intelligence.

Bojan Kordalov is the author and co-author of multiple publications and a certified trainer who, over the past decade, he has led more than 500 trainings and capacity-building activities, providing institutions and professionals with tools to improve public communication and enhance policy impact. Kordalov is also trained and certified in AI-supported mentoring methodologies (Erasmus+) and communication in cybersecurity (EU CyberNet), which he actively integrates into his training, mentoring and capacity-building activities.

He is highly skilled in managing multi-stakeholder projects and building strategic partnerships with EU institutions, international organisations, and public authorities.
